Request first; keep the approval notice
Submit Houston’s request with your plea, license, insurance and court costs by arraignment. The court distinguishes mandatory and discretionary requests; the latter involve different costs and approval conditions. Its instructions allow requests by email to mcd@houstontx.gov, by mail or in person. Approval and the completion deadline are sent by mail.
The return packet cannot be emailed
For a mandatory course, Houston lists the signed court certificate, a Type 3A driving record and a notarized affidavit. Its discretionary instructions list the course certificate. Follow the packet issued for your case. Deliver completion documents in person or mail them to PO Box 4996, Houston, TX 77210. A request email is not an accepted way to send the final packet.
